Construction has officially begun on a 5-gigawatt solar power project in the coal subsidence zones of northern Shanxi Province, with groundbreaking ceremonies held from March 27 to 28 in Zuoyun County, Yungang District, and Xinrong District of Datong City.
As a flagship initiative in Shanxi’s energy reform drive, the project represents a major step toward transforming the region’s traditional coal-based economy. It is expected to boost Datong’s transition toward green, low-carbon development, support ecological restoration efforts, and help Jinneng Holding Group advance its goal of becoming a world-class integrated energy enterprise.
The project is being developed by Jinneng Holding Jinbei Energy (Shanxi) Co., Ltd., with a total investment of approximately 21 billion yuan (about USD 2.9 billion). Once operational, it will deliver an estimated 9.3 billion kilowatt-hours of clean electricity annually to the Beijing-Tianjin-Hebei region. It is projected to save 2.66 million tonnes of standard coal per year, cut carbon dioxide emissions by 7.19 million tonnes, and reduce sulfur dioxide emissions by over 600 tonnes annually. Around 200,000 mu (approximately 13,000 hectares) of subsided land will also be restored as part of the project.
As one of Shanxi’s top ten priority infrastructure projects under direct provincial oversight, the solar initiative benefits from a fast-track approval process and a robust coordination mechanism. Regular provincial and municipal-level planning meetings have been established to streamline land verification, layout planning, and project filing—significantly accelerating the pace of development during what the province has designated its “Year of Major Project Implementation.”
